The Community Progress organization of Elmira Heights has begun a multi-stage project will work to help revitalize the economic and social landscapes of Elmira’s 14th street district (i.e. main street). The project will begin with a detailed Historical Significance Survey of existing properties as a means to help revise architectural design guidelines for the town’s 14th Street district and inform the rehabilitation of existing buildings and infill development. Both the survey and the design guidelines will become a part of the Elmira targeted investment program and be incorporated into the town’s Comprehensive Plan and Zoning Ordinances. Finally, students will produce proposals for new streetscape designs as well as guidelines for Elmira’s overall redevelopment plan, both of which will be used by the town to apply for grants to help realize their visions.
